Is the tax form 10-99 used for back-taxes or independent contracting?

Filed under: tax forms — admin @ 1:15 am

My friend was being paid under the table. Her boss suddenly put her on payroll, and said she owes about 0 in back taxes, so he had her sign a 10-99 form, and is going to withhold taxes from her paychecks, plus back taxes. Is that it should be done? Can anyone explain this to me, and provide some links to websites that explain how it should be done or what 10-99’s are for and what they are not for?
