Here’s whats goin on. I’m a resident of Michigan. I filed my 2008 federal income tax return but I didn’t file my 2008 michigan income tax return. My refund for the state return was going to be around 4 but I didn’t file it. How much trouble am I in for not filing my michigan tax return?

If you file it now, no trouble, although you will not get the $194 as soon as you would have otherwise.
If you do not file it ever, and Michigan eventually notices, then they might think that you would have owed them money if you had filed, and will require you to pay that money plus a penalty.
