The IRS recognizes that the tax reporting system is voluntary and even states it on the 1040 and 1040ez forms. How then can a person be charged for not volunteering.

I am a married man with one child. My wife does not work. When I carefully fill out the w4 form, I end up being told to claim 5 "dependents". So I claimed 4 all year just to be safe. Does this make sense to anyone?

I understand they need to send me a W-9, but what do I do with it? Any other forms or advice would be greatly appreciated.
