can a creditor take my tax refund in pennsylvania? and also if im being taken to court by a credit card company, can i still file chapter 7 or does that affect me filing? I had inquired in 2008 to file and they said i could, but i had a lot trouble coming up with the amount to file, i now have the amount i need but just recieved a civil action hearing notice from one of the credit cards that i owe on.

my first time home buyers tax credit was sent for review, the 24 of october and the rep I talked to said it was audited and will go before the examiner for decision of whether I qualify or not? what does this mean and is this common? this is my first house ever, why would it be in review or audit?
